“互聯網+”:加出現代農業新天地

    信(xin)息(xi)化(hua)是農(nong)業(ye)現代化(hua)的(de)制高(gao)點。“十三五”是新型工業(ye)化(hua)、信(xin)息(xi)化(hua)、城鎮化(hua)、農(nong)業(ye)現代化(hua)同步發(fa)展的(de)關鍵時期,信(xin)息(xi)化(hua)成為驅動現代化(hua)建設的(de)先(xian)導力量,農(nong)業(ye)農(nong)村信(xin)息(xi)化(hua)發(fa)展將迎(ying)來重大歷史機遇。近日,農(nong)業(ye)部(bu)印(yin)發(fa)了《“十三五”全國農(nong)業(ye)農(nong)村信(xin)息(xi)化(hua)發(fa)展規(gui)劃》,圍繞近年來農(nong)業(ye)部(bu)開展的(de)農(nong)業(ye)信(xin)息(xi)化(hua)有(you)關工作,記者對(dui)農(nong)業(ye)部(bu)市場與經濟信(xin)息(xi)司司長(chang)唐珂進行了專(zhuan)訪(fang)。

  記(ji)者:“十三(san)五(wu)”時期大力推進(jin)“互聯(lian)網+”現代(dai)農業(ye)的重要意義是(shi)什么?

  唐珂(ke):十(shi)八大報告首次提出“四化(hua)(hua)(hua)(hua)同步”發展(zhan)(zhan)戰(zhan)略,其中(zhong)信息化(hua)(hua)(hua)(hua)與另“三化(hua)(hua)(hua)(hua)”即(ji)工業(ye)化(hua)(hua)(hua)(hua)、城鎮化(hua)(hua)(hua)(hua)和(he)農(nong)業(ye)現(xian)(xian)代化(hua)(hua)(hua)(hua)應屬覆(fu)蓋與被覆(fu)蓋、滲(shen)透與被滲(shen)透、強化(hua)(hua)(hua)(hua)與被強化(hua)(hua)(hua)(hua)的(de)關系。國務院有關部門和(he)領導多次對“互聯網+”現(xian)(xian)代農(nong)業(ye)、信息進村入戶、農(nong)業(ye)電(dian)子商(shang)(shang)務等農(nong)業(ye)信息化(hua)(hua)(hua)(hua)工作(zuo)(zuo)作(zuo)(zuo)出部署(shu)。農(nong)業(ye)部黨(dang)組(zu)將“發展(zhan)(zhan)農(nong)產品電(dian)子商(shang)(shang)務,加快農(nong)業(ye)信息化(hua)(hua)(hua)(hua)步伐”納入農(nong)業(ye)部20項(xiang)重點工作(zuo)(zuo)。而地方進行的(de)實踐探索,在智能(neng)化(hua)(hua)(hua)(hua)生產、網絡化(hua)(hua)(hua)(hua)經營(ying)、高效化(hua)(hua)(hua)(hua)管(guan)理和(he)便捷化(hua)(hua)(hua)(hua)服務上取得(de)顯著成效。從中(zhong)央(yang)到地方已形成廣(guang)泛共識,農(nong)業(ye)信息化(hua)(hua)(hua)(hua)爆發出前所未有的(de)活力(li),到了需要認(ren)真總結、加快推廣(guang)、規范管(guan)理的(de)重要階段。

  “互(hu)聯(lian)(lian)(lian)網+”現代農(nong)(nong)業(ye)(ye)(ye)正好適應(ying)當下的(de)(de)(de)經濟發展(zhan)背景(jing),符合農(nong)(nong)業(ye)(ye)(ye)“轉方式調結(jie)構”的(de)(de)(de)要(yao)求(qiu),農(nong)(nong)業(ye)(ye)(ye)信(xin)息(xi)化(hua)將成(cheng)(cheng)為(wei)助力(li)器和(he)新動能。首先(xian),加(jia)大(da)農(nong)(nong)業(ye)(ye)(ye)供給側結(jie)構性改革(ge),需要(yao)我們用信(xin)息(xi)化(hua)的(de)(de)(de)手(shou)段助推(tui)實現全(quan)產(chan)業(ye)(ye)(ye)鏈變革(ge)、全(quan)要(yao)素資(zi)源整合。第二,“信(xin)息(xi)鴻溝”已成(cheng)(cheng)為(wei)城鄉(xiang)差(cha)距的(de)(de)(de)重要(yao)體(ti)現,城鄉(xiang)信(xin)息(xi)服(fu)務不在(zai)同一(yi)起跑線(xian)。從這點看,也應(ying)該加(jia)大(da)服(fu)務力(li)度(du),讓農(nong)(nong)民(min)在(zai)信(xin)息(xi)服(fu)務上擁有更多獲(huo)得感。第三,目前的(de)(de)(de)農(nong)(nong)業(ye)(ye)(ye)數據割據現象(xiang)比較突(tu)出,只(zhi)有聯(lian)(lian)(lian)網共享才(cai)能提(ti)高(gao)效(xiao)率。第四,“互(hu)聯(lian)(lian)(lian)網+”正在(zai)催生一(yi)批新產(chan)業(ye)(ye)(ye)、新業(ye)(ye)(ye)態(tai)、新模式,可(ke)以更好地服(fu)務于農(nong)(nong)業(ye)(ye)(ye)全(quan)產(chan)業(ye)(ye)(ye)鏈,提(ti)升農(nong)(nong)業(ye)(ye)(ye)價值鏈。第五,“互(hu)聯(lian)(lian)(lian)網+”理念和(he)技術的(de)(de)(de)應(ying)用,可(ke)以加(jia)速培(pei)育新型職業(ye)(ye)(ye)農(nong)(nong)民(min)。新農(nong)(nong)民(min)在(zai)信(xin)息(xi)化(hua)的(de)(de)(de)助力(li)下能夠以一(yi)當十,輻(fu)射帶動新主體(ti)的(de)(de)(de)成(cheng)(cheng)長,較大(da)程度(du)提(ti)高(gao)農(nong)(nong)業(ye)(ye)(ye)生產(chan)經營效(xiao)率。

  記者:“互聯網+”催生出一批懂(dong)技(ji)術、會經營(ying)、善(shan)用網、能服(fu)務的新(xin)農(nong)民,能否解決(jue)我國農(nong)業“誰(shui)來種地”“怎樣種地”的現實問題?

  唐(tang)珂(ke):在(zai)2013年中央(yang)農(nong)(nong)村工作(zuo)會議上,習近平(ping)總(zong)書(shu)記明確(que)提出未(wei)來(lai)“誰(shui)來(lai)種(zhong)地”“怎樣種(zhong)地”這一重要命題,時間過去將近三年,互聯(lian)網與農(nong)(nong)業(ye)的深(shen)度融合為這個(ge)問題找到了明確(que)答案。一大(da)(da)(da)批新型職業(ye)農(nong)(nong)民(min)主動運用互聯(lian)網技術(shu)搞產銷,一大(da)(da)(da)批農(nong)(nong)民(min)工帶(dai)著新知識、新技術(shu)返鄉創業(ye),一大(da)(da)(da)批大(da)(da)(da)學(xue)生(sheng)村官駐扎農(nong)(nong)村帶(dai)領(ling)農(nong)(nong)民(min)增收(shou)致(zhi)富,還有很多企業(ye)帶(dai)著資(zi)本和互聯(lian)網成果投資(zi)農(nong)(nong)業(ye)。他們成為“互聯(lian)網+”時代的新農(nong)(nong)民(min)。

  新(xin)農(nong)(nong)民迎著互(hu)聯網(wang)(wang)大潮而(er)來,正在發展壯大,正在運用互(hu)聯網(wang)(wang)思維和現代(dai)信息技術回答“誰(shui)來種(zhong)地”“怎(zen)樣種(zhong)地”的問題,為現代(dai)農(nong)(nong)業建(jian)設增(zeng)添(tian)了新(xin)元素、新(xin)力量(liang)、新(xin)動能(neng),賦予了互(hu)聯網(wang)(wang)時代(dai)農(nong)(nong)民新(xin)理(li)念、新(xin)內涵、新(xin)形象(xiang)。但總體上,新(xin)農(nong)(nong)民的隊伍還不(bu)大,力量(liang)還不(bu)強。要加快培育扶持(chi)一大批既(ji)懂(dong)互(hu)聯網(wang)(wang)又懂(dong)農(nong)(nong)業的新(xin)農(nong)(nong)民,幫助他們成(cheng)為農(nong)(nong)業產業的主力軍,帶領農(nong)(nong)民增(zeng)收(shou)致富(fu)。

  記者:請你簡單介紹一下農業(ye)部在(zai)推進物聯網技術發展與(yu)應用中做了(le)哪(na)些重要工(gong)作?

  唐珂:物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)作(zuo)(zuo)為(wei)“互聯(lian)網(wang)(wang)(wang)(wang)+”產(chan)業(ye)(ye)(ye)應(ying)用(yong)的重要組成(cheng)(cheng)部分(fen),在農(nong)(nong)業(ye)(ye)(ye)領域(yu)(yu)具有(you)廣闊的應(ying)用(yong)前景(jing)。國務(wu)院出臺了(le)(le)(le)(le)(le)一(yi)(yi)系(xi)列強有(you)力的政策(ce)措(cuo)施(shi)(shi)促進(jin)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)發(fa)展。近年(nian)來(lai),農(nong)(nong)業(ye)(ye)(ye)部認真貫徹(che)落實(shi)黨中央、國務(wu)院的決策(ce)部署,切(qie)實(shi)把(ba)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)作(zuo)(zuo)為(wei)發(fa)展現代(dai)農(nong)(nong)業(ye)(ye)(ye)的一(yi)(yi)項(xiang)革命性措(cuo)施(shi)(shi)來(lai)抓,取得(de)了(le)(le)(le)(le)(le)明顯成(cheng)(cheng)效(xiao)。一(yi)(yi)是加強頂(ding)層設計。組織開(kai)展戰略研究(jiu),明確了(le)(le)(le)(le)(le)農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)的發(fa)展思路、主(zhu)(zhu)攻方向、重點領域(yu)(yu)和(he)發(fa)展路徑。二是抓好示范應(ying)用(yong)。先后(hou)在北京、黑(hei)龍江農(nong)(nong)墾、江蘇、天津、上海、安徽、內蒙古、新(xin)疆(jiang)生(sheng)產(chan)建設兵團(tuan)等8個(ge)省(sheng)(區(qu)、市、兵團(tuan))啟動實(shi)施(shi)(shi)了(le)(le)(le)(le)(le)農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)應(ying)用(yong)試驗、示范項(xiang)目(mu),取得(de)初步(bu)成(cheng)(cheng)效(xiao)。三是征集推(tui)介成(cheng)(cheng)果(guo)。總結(jie)農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)技(ji)術研發(fa)和(he)應(ying)用(yong)成(cheng)(cheng)果(guo),定(ding)型了(le)(le)(le)(le)(le)一(yi)(yi)批(pi)硬(ying)件產(chan)品(pin)(pin),熟(shu)化(hua)(hua)了(le)(le)(le)(le)(le)一(yi)(yi)批(pi)軟件系(xi)統,催(cui)生(sheng)了(le)(le)(le)(le)(le)一(yi)(yi)批(pi)產(chan)業(ye)(ye)(ye)應(ying)用(yong)模(mo)式,培育了(le)(le)(le)(le)(le)一(yi)(yi)批(pi)市場化(hua)(hua)解(jie)決方案。四(si)是開(kai)展標(biao)準(zhun)(zhun)研究(jiu)。成(cheng)(cheng)立了(le)(le)(le)(le)(le)農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)行(xing)業(ye)(ye)(ye)應(ying)用(yong)標(biao)準(zhun)(zhun)工作(zuo)(zuo)組,大力推(tui)進(jin)農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)標(biao)準(zhun)(zhun)制定(ding)工作(zuo)(zuo)。五是推(tui)廣模(mo)式應(ying)用(yong)。積極引導新(xin)型農(nong)(nong)業(ye)(ye)(ye)經營主(zhu)(zhu)體采用(yong)節本增(zeng)效(xiao)農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)技(ji)術和(he)產(chan)品(pin)(pin),形成(cheng)(cheng)了(le)(le)(le)(le)(le)一(yi)(yi)批(pi)“節水、節肥、節藥、節勞力”的農(nong)(nong)業(ye)(ye)(ye)物(wu)(wu)(wu)聯(lian)網(wang)(wang)(wang)(wang)應(ying)用(yong)模(mo)式,總結(jie)提煉(lian)匯(hui)集成(cheng)(cheng)冊,為(wei)更(geng)多用(yong)戶提供參照。

  記者:近年來,農(nong)業部(bu)多(duo)次組織農(nong)產(chan)品電(dian)商促銷活動,效果如何?如何進一步(bu)促進農(nong)產(chan)品電(dian)商健(jian)康快速發展?

  唐珂(ke):農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)是“互(hu)聯網(wang)+”現代農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)的(de)(de)重(zhong)要(yao)(yao)(yao)內(nei)容。“十二五(wu)(wu)”期間,農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)保持高速(su)增長(chang),2015年(nian)農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)網(wang)絡零售(shou)交易額超過(guo)1500億元,近(jin)兩年(nian)年(nian)均增速(su)超過(guo)50%。據中(zhong)國電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)研究(jiu)中(zhong)心預計,2016年(nian)農(nong)(nong)村網(wang)購規(gui)模將達4675億元。近(jin)年(nian)來,農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)部積極探(tan)(tan)索開(kai)展(zhan)鮮(xian)(xian)活(huo)農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)的(de)(de)產(chan)(chan)(chan)(chan)(chan)(chan)銷對接(jie),2015年(nian)市場(chang)與經(jing)濟信息司在新(xin)疆阿勒泰等地(di)組織專場(chang)對接(jie)活(huo)動(dong)(dong),效果良好。今(jin)年(nian)又在阿克蘇地(di)區(qu)開(kai)展(zhan)了特色農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)產(chan)(chan)(chan)(chan)(chan)(chan)銷對接(jie)活(huo)動(dong)(dong)。今(jin)年(nian)4月(yue)在全國范圍內(nei)組織了7家電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)企業(ye)(ye)(ye)(ye)(ye)開(kai)展(zhan)蘋果電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)銷售(shou)月(yue)行動(dong)(dong),累(lei)計銷售(shou)蘋果5.4萬(wan)噸,有效緩解了蘋果主(zhu)(zhu)產(chan)(chan)(chan)(chan)(chan)(chan)區(qu)庫存壓力(li)(li)。按照今(jin)年(nian)發(fa)布的(de)(de)《農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)試點(dian)方案》安排,將重(zhong)點(dian)在10個省份開(kai)展(zhan)生(sheng)(sheng)鮮(xian)(xian)直配(pei)(pei)、農(nong)(nong)資(zi)下鄉和(he)休閑農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)三種類型(xing)的(de)(de)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)試點(dian),著重(zhong)探(tan)(tan)索鮮(xian)(xian)活(huo)農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)的(de)(de)“基地(di)+城市社區(qu)”直配(pei)(pei)模式(shi)和(he)“批發(fa)市場(chang)+宅配(pei)(pei)”模式(shi),著重(zhong)探(tan)(tan)索建(jian)(jian)立(li)鮮(xian)(xian)活(huo)農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)標準(zhun)體(ti)系(xi)(xi)和(he)鮮(xian)(xian)活(huo)農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)質量安全追溯及監管體(ti)系(xi)(xi)。下一(yi)(yi)步,要(yao)(yao)(yao)加快(kuai)推進農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)發(fa)展(zhan)。一(yi)(yi)要(yao)(yao)(yao)著力(li)(li)把電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)培育成(cheng)為農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)流(liu)通(tong)的(de)(de)重(zhong)要(yao)(yao)(yao)方式(shi),讓優(you)勢(shi)特色農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)產(chan)(chan)(chan)(chan)(chan)(chan)地(di)的(de)(de)生(sheng)(sheng)態(tai)價值(zhi)、文(wen)化(hua)價值(zhi)得到充分體(ti)現,促進農(nong)(nong)民增加收入;二要(yao)(yao)(yao)使電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)交易行為記(ji)錄(lu)和(he)形成(cheng)的(de)(de)數(shu)據,成(cheng)為引導(dao)生(sheng)(sheng)產(chan)(chan)(chan)(chan)(chan)(chan),調整(zheng)優(you)化(hua)資(zi)源配(pei)(pei)置(zhi)的(de)(de)重(zhong)要(yao)(yao)(yao)指導(dao),提高農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)質量效益和(he)競爭力(li)(li);三要(yao)(yao)(yao)加強電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)平臺的(de)(de)對接(jie),推動(dong)(dong)新(xin)型(xing)農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)經(jing)營主(zhu)(zhu)體(ti)與大型(xing)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)企業(ye)(ye)(ye)(ye)(ye)開(kai)展(zhan)合(he)作;四(si)要(yao)(yao)(yao)加快(kuai)建(jian)(jian)立(li)農(nong)(nong)產(chan)(chan)(chan)(chan)(chan)(chan)品(pin)(pin)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)標準(zhun)體(ti)系(xi)(xi),分品(pin)(pin)種研究(jiu)制(zhi)訂適(shi)應(ying)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)銷售(shou)的(de)(de)分等分級、包裝運輸、冷(leng)鏈物流(liu)等標準(zhun);五(wu)(wu)要(yao)(yao)(yao)加強電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)人才培訓(xun),這是目前農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)發(fa)展(zhan)的(de)(de)短板,農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)部將推動(dong)(dong)建(jian)(jian)立(li)電(dian)(dian)(dian)(dian)商(shang)(shang)(shang)(shang)(shang)(shang)大學,各級農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)部門也(ye)要(yao)(yao)(yao)充分利(li)用現有培訓(xun)資(zi)源,抓(zhua)緊(jin)建(jian)(jian)立(li)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)培訓(xun)基地(di);六要(yao)(yao)(yao)抓(zhua)緊(jin)建(jian)(jian)立(li)農(nong)(nong)業(ye)(ye)(ye)(ye)(ye)電(dian)(dian)(dian)(dian)子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)務(wu)等農(nong)(nong)業(ye)(ye)(ye)(ye   記者:信息(xi)進村入戶工(gong)程(cheng)被譽為“互聯網+”在農村落地的示范工(gong)程(cheng),自2014年(nian)開展(zhan)試(shi)點以來,發展(zhan)成效如何(he)?

  唐珂:2014年(nian)、2015年(nian)、2016年(nian)中央(yang)一(yi)(yi)號文件均有推(tui)(tui)進信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)進村(cun)(cun)(cun)入戶的(de)決策部(bu)署,2014年(nian)農(nong)(nong)業部(bu)開始(shi)在(zai)全國(guo)(guo)10個(ge)(ge)省(sheng)22個(ge)(ge)縣(xian)(xian),整縣(xian)(xian)推(tui)(tui)進信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)進村(cun)(cun)(cun)入戶試(shi)點工(gong)作,取得(de)了重(zhong)(zhong)要階段(duan)性(xing)成(cheng)(cheng)果。試(shi)點工(gong)作是以12316服(fu)(fu)務(wu)(wu)為(wei)依托(tuo),通過(guo)建設(she)村(cun)(cun)(cun)級信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)服(fu)(fu)務(wu)(wu)站,即益農(nong)(nong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)社(she)(she),向農(nong)(nong)民提供公益、電(dian)(dian)子(zi)商(shang)務(wu)(wu)和培訓體驗(yan)等服(fu)(fu)務(wu)(wu)。目(mu)前,試(shi)點范圍擴大到(dao)26個(ge)(ge)省(sheng)116個(ge)(ge)縣(xian)(xian)。截至今年(nian)5月底,建成(cheng)(cheng)益農(nong)(nong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)社(she)(she)19316個(ge)(ge),提供公益服(fu)(fu)務(wu)(wu)273.5萬(wan)人(ren)次(ci)、便(bian)民服(fu)(fu)務(wu)(wu)8945.2萬(wan)人(ren)次(ci),實現電(dian)(dian)子(zi)商(shang)務(wu)(wu)交易額11.5億元(yuan)。下一(yi)(yi)步將把信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)進村(cun)(cun)(cun)入戶工(gong)程作為(wei)農(nong)(nong)業信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)的(de)重(zhong)(zhong)要抓手全面推(tui)(tui)開,要實現全國(guo)(guo)一(yi)(yi)盤(pan)棋(qi)、一(yi)(yi)個(ge)(ge)體系、一(yi)(yi)個(ge)(ge)平(ping)臺,整省(sheng)推(tui)(tui)進。計(ji)劃在(zai)未來兩(liang)到(dao)三(san)年(nian)時間內基(ji)本覆蓋(gai)全國(guo)(guo)60萬(wan)個(ge)(ge)行(xing)政村(cun)(cun)(cun),每個(ge)(ge)村(cun)(cun)(cun)按標(biao)準(zhun)建一(yi)(yi)個(ge)(ge)益農(nong)(nong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)社(she)(she),按標(biao)準(zhun)選聘信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)員,將把全國(guo)(guo)的(de)益農(nong)(nong)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)社(she)(she)聯成(cheng)(cheng)一(yi)(yi)張(zhang)大網打(da)下基(ji)礎。這(zhe)個(ge)(ge)重(zhong)(zhong)大基(ji)礎性(xing)工(gong)程的(de)意義就(jiu)在(zai)于要修(xiu)通、修(xiu)好農(nong)(nong)村(cun)(cun)(cun)的(de)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)高速公路(lu),打(da)通農(nong)(nong)業農(nong)(nong)村(cun)(cun)(cun)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)的(de)“最后一(yi)(yi)公里”,讓農(nong)(nong)民分享(xiang)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)成(cheng)(cheng)果。
